Mechanisms of work of civil-military administrations in Donbas: problems, perspectives

Administration and governing in the front-line districts and cities in Luhansk and Donetsk regions is a specific challenge for Ukrainian state. Mechanism of military-civilian administrations (MCAs) was developed and introduced in 2014-2015 in order to make administrative processes on the territories close to the “division line” more effective and solve the problem with lack of functionality or capacities of self-governance bodies, caused by military aggression. Nevertheless, there are still certain legal problems and legislation contradictions regarding MCAs, local councils and other local authorities’ bodies functioning as well as emerging out of them political risks. Maria Zolkina, Political Analyst of DIF, has participated in the press-briefing on the most urgent issues and perspectives of administrating front-line territories in Donbas and assessing military-civilian administrations as a form of governance in particular.
