The National Exit Poll 2010 Oversight Council has been formed
The National Exit
Poll 2010 Oversight Council has been formed. The council’s task is
to thoroughly observe the process of fundraising to finance the
exit poll, how the exit poll will be conducted and how the money
will be spent. Authoritative and unengaged representatives of the
mass media, non-government organizations and foreign observers sit
on the council.
The organizers of the exit poll approved the Provisions of
the National Exit Poll 2010 Oversight Council, which stipulates the
general provisions, functions and organization of its work, rights
and obligations of the council’s members.
The provisions have been approved by virtue of the decisions
of the Democratic Initiatives Foundation (DIF), the Kyiv
International Institute of Sociology (KIIS) and the Razumkov Centre
for Economic and Political Studies
of the National Exit Poll 2010 Oversight Council
These provisions define the general
procedure of the activity of the National Exit Poll 2010 Oversight
Council (hereinafter Oversight Council), which is a joint project
of the Democratic Initiatives Foundation (DIF), the Kyiv
International Institute of Sociology (KIIS) and the Razumkov Centre
for Economic and Political Studies.
The National Exit Poll 2010 (further Exit Poll) will be conducted
on the days of the Presidential Elections on January 17 and
February 7, 2010.
1. The Oversight Council is a body that executes independent public
oversight of the organization, conducting and financing of the Exit
Poll. The Oversight Council guarantees targeted spending of funds
raised for conducting the Exit Poll. The Oversight Council has
consulting and advisory functions.
2. The Oversight Council is being formed by the organizers of the
Exit Poll of individuals that profess democratic values, have an
impeccable reputation and are authorities in society.
3. Candidates for members of the Oversight Council are approved for
the period of the project’s activity. The authority of the members
of the Oversight Council end on the day of the inauguration of the
President of Ukraine.
4. The Oversight Council is governed by effective legislation and
these Provisions in executing its activities.
5. Members of the Oversight Council perform their duties on a
public basis and do not receive royalties for exercising their
authorities.
1. The functions of the Oversight Council are as follows:
- popularizing the conducting of the Exit Poll and boosting trust
in its results;
- consulting organizers of the Exit Poll on issues of attracting
resources for conducting the poll;
- review and approval of the report on spending of funds raised for
conducting the poll;
- participating in public events, including press conferences on
execution of the Exit Poll, particularly on the day of the
elections;
2. Based on the submission of the organizers the Oversight Council
review, approves and publicizes the report on the procedure for
spending of funds raised for conducting the Exit Poll;
3. Meetings of the Oversight Council are held when necessary, but
at least three times: up to January 17, between January 17 and
February 7 and after February 7.
4. At its first meeting the Oversight Council elects its chair by a
majority of votes. The chair of the Oversight Council organizes its
meetings, chairs them and signs the minutes and approved
decisions.
5. The meetings of the Oversight Council are authoritative if the
majority of its members participate in its work.
6. The decisions can bee adopted by way of electronic polling. All
decisions of the Oversight Council are approved by a simple
majority of votes of the general constituent of the Oversight
Council.
1. Members of the Oversight Council have the right:
- participate in meetings of the Oversight Council;
- elect the Chair of the Oversight Council and be elected the
Chair;
- represent the Oversight Council upon its instruction;
- receive information about the organization and conducting of the
Exit Poll, in particular detailed information about the receipt of
funds for conducting the Exit Poll and how they are spent;
- refuse to participate on the Oversight Council by submitting the
corresponding statement.
2. Members of the Oversight Council have the following
obligations:
- be governed by these Provisions and the legislation of Ukraine,
in particular concerning non-disclosure of the results of the Exit
Poll before the closing of the voting stations should the members
get a hold of such information;
- actively participate in the work of the Oversight Council;
- apply one’s professional experience, knowledge and authority to
develop and popularize the Exit Poll.
